That happened because, nitpicking over their jurisdictional responsibilities, Mumbai police sat on the information for hours. The alarm bells still ringing, a technical snag grounded MV Rak Carrier, carrying tonnes of oil and diesel, near the Mumbai coast. It took the Coast Guard three days to confirm an oil spill.
