    MANILA, Philippines — The country joins in the global celebration of World Wetlands Day (WWD) today in commemoration of the day in 1971 when the Ramsar Convention, an international treaty for the conservation and sustainable use of wetlands, was adopted in Ramsar City, Iran. Organized by the Secretariat of the Convention of Wetlands of International Importance (Ramsar Convention), WWD 2012 carries the theme “Wetlands and Tourism,” which dovetails with the theme “Wetlands, Tourism and Recreation” of the 11th meeting of the Conference of Contracting Parties (COP 11) to the Ramsar Convention scheduled on July 6-13, 2012, in Bucharest, Romania.



    Wetlands possess a natural beauty and rich biodiversity, making them a key part of the global tourism and cultural travel experience. They provide water and food, water purification, and erosion control, among others. They are capable of supporting thousands of jobs and generate a substantial amount of income to support livelihoods locally and nationally.

    While tourism has benefits both locally and nationally for people and wildlife – benefits such as stronger economies, sustainable livelihoods, healthy people, and thriving ecosystems. At least 35% of Ramsar Sites around the world, which include the Philippines’ Olango Island (Lapu-Lapu, Cebu), Naujan Lake National Park (Oriental Mindoro), Agusan Marsh Wildlife Sanctuary (Mindanao), and Tubbataha Reefs National Marine Park (in the middle of the Central Sulu Sea), have some level of tourism activity and this percentage is consistent throughout all regions.

    A resolution on sustainable tourism and wetlands is being drafted for adoption at the Ramsar Convention to assist countries in managing their tourism activities. This resolution urges the contracting parties to work closely and in cooperation with all stakeholders – local, national, and international, governmental and non-governmental – involved in tourism and wetland management to act on direct and indirect threats to wetlands from tourism and provide guidance relevant to the issue.

    Pursuant to Proclamation No. 74 s. 1999, February 2 is also celebrated in the Philippines as National Wetlands Day (NWD). This year’s celebration theme is “Wetland Tourism: A Great Experience.” The Philippine government, through the Department of Environment and Natural Resources, is conducting a number of activities to put across the message that “responsible tourism supports wetlands and people.” As we mark World Wetlands Day 2012 and National Wetlands Day 2012, we should do our part in promoting responsible tourism in our local wetlands and support practices that highlight the cultural value and experience that they offer.     Wildlife researchers are worried an internationally significant wetland near Hobart is being threatened by development.

    World Wetlands Day today marks the anniversary of the Ramsar Convention recognising sites of international importance for waterfowl.

    In Tasmania there are 10 Ramsar sites, but scientists are worried they are under threat.

    Unlike its mainland counterparts, the Tasmanian Government does not have a coastal policy to protect wetlands from things like predicted sea level rise.

    The Pitt Water Orielton Lagoon, which lies between Hobart's international airport and land earmarked for major development, is one the areas which is internationally recognised.

    It is home to rare birds and oyster farms and there are plans for a golf course and a $100 million shopping precinct.

    Researchers fear the development boom will not give the wetlands room to retreat inland when sea levels rise.

    Vishnu Prahalad is a researcher at the University of Tasmania.

    He says the area is the most urbanised wetland site of significance in Tasmania

    "With predicted sea level rise, the wetlands are going to have to move inland."

    "So if that happens, then it'll come in conflict with human development that occurs on the shorelines, especially agricultural development, residential development, industrial development.

    "In the last 40 years we've documented that 50 per cent of the area has had some impact because of human development, because of coastal sea level rise and of climate change.

    "So if we don't act now in terms of planning and providing a space for these wetlands into the future, then we're going to see a dramatic loss in these wetlands."

    The area is also a temporary home to the threatened Eastern Curlew that migrates annually from Siberia.

    Dr Eric Woehler from Birds Tasmania is critical of the Tasmanian Government for ignoring sea level rise in the state's coastal policy.

    "That hinders any future planning."

    "If you don't know what the Government or what the local councils have to deal with in terms of sea level rise, it makes it very difficult for developers, for the community to have a sense of what's expected or how to prepare."

    "What we need to be looking at is providing suitable habitat for the birds to nest as the sea level rises and as the beach tries to retreat. That the beaches are allowed to migrate, if you like, inland as sea level rises."

    Coastal plan anger

    The Government says it is working on delivering a new coastal plan, but does not have a time frame.

    That has angered the Clarence Council which borders the lagoon.

    The mayor Doug Chipman says Clarence was one of the first councils in the country to factor sea level rise into its planning process.

    "All developers that are building in the sensitive areas, the inundation and coastal erosion overlay areas, need to take into account first of all how their particular development will be affected by possible sea level rise and coastal erosion and mitigate against any threat there so that their development isn't at risk."

    "But should also look after, from an environmental point of view, the local environment, the sensitive areas where there may be sand dunes, sensitive fauna."

    The shore level at the lagoon is expected to rise by eight centimetres over the next century.

    Experts say that means habitat will come into contact with development sooner rather than later, because it is a relatively flat area.

    An initial push to modernise Tasmania's coastal policy was rejected by the Planning Commission in May last year after seven years of research.

    Peabody Energy Corp., one of the world’s largest coal miners, said the industry will continue to rely on China and other developing nations as the U.S. uses less.

    Here’s what the St. Louis company expects for the coal market in 2012:

    —Ninety gigawatts of coal-fired power plants will come online;

    —New coal plants will increase international demand by 300 million tons;

    —U.S. coal demand will likely drop due to “muted economic growth” and a growing shift by American utilities to natural gas;

    —Peabody expects to sell between 245-265 million tons of coal this year worldwide, versus 250.6 million tons in 2011;

    —In the U.S., Peabody says it expects to sell about as much coal in 2012 as it did in 2011.

    Peabody, based in St. Louis, supplies enough coal to power 10 percent of the U.S. electrical grid and 2 percent of worldwide electricity.
